Objective
To produce
a plan on behalf of the villagers of Stretton on Dunsmore that reflects
the overriding views of the residents and societies of the village.
Purpose
of the Plan
To give decision
makers at Parish, Borough and County levels a recommendation as to the
future of the village for a period of up to 10 years.
What should the plan cover?
It may cover
recommendations as any issue of interest and importance to the community
such as the future development or otherwise of such matters as services,
buildings, roads and community support services such as village halls
and transport.
How
will the issues to be considered be identified
By commissioning
surveys and inviting residents to give feedback, through a variety of
reasonable means.
How
will the plan be developed?
By commissioning
a project team comprising
1. Project
Board to include.
a.
project executive
b. communications strategist
c. quality co-ordinator
d. documentation controller (actual plan & design statement)
e. parish clerk?
f. Parish councillor
2. Project
manager
3. Steering Group to review the work of the focus and working groups
4. Focus Groups derived geographically and also to include at least
one group from the school and one from the over 60’s who will:
a.
identify issues
b. provide feedback on potential solutions.
5. Working
groups to research validity and causes of issues raised and establish,
in consultation with relevant experts, feasibility of potential solutions.
The project
Board will report to the Parish Council and the village at regular intervals.
Agreement
of the final Plan
A draft plan
will be developed over a period of time in consultation with the village
using focus groups and public meetings.
The final
version will be agreed by majority of residents of the village as determined
from the full electoral roll supplemented by the names of children from
the school.
The methodology
for gathering that agreement will be agreed with the Parish Council but
is likely to take the form of a survey.
Amendments
to the plan
As agreed,
from time to time and authorised by the village in accordance with arrangements
for the final plan.
Timetable
To
be agreed and may be amended from time to time as appropriate. There is
no absolute deadline but it is anticipated that the final plan should
be published by September 2004.
Terms
of Reference - Working Groups
Objective
of the Group
To research
and provide a range of suggestions to the Parish Council and the village
on a given issue so that the community may decide whether they wish
the issue and suggested resolution to be included in the Plan.
Operation
of the Group
- Each group
to have a designated Parish Council co-ordinator.
- Each
group to consist of no less than 6 members, including the co-ordinator.
If a group is unable to raise 5 other volunteers the matter should be
re-considered.
- Each group
to elect a chairperson to speak and present on their behalf –
that may be the co-ordinator.
- An issue
will be allocated to each group for consideration.
- Members
will research issues and create a range of options for consideration.
- A report
either verbal or written, will be produced for each meeting of the Parish
Council.
- The Parish
Council will authorise reports to and solicit opinion from the village
when appropriate on each issue.
- Neither
the detail of the issues nor the options should be communicated outside
the group or the Parish Council until so authorised by the Parish Council.
- No contact
to be made with outside authorities, including borough planners without
the prior authorisation of the Parish Council.
The
final recommendation for inclusion in the draft Village Plan
Will be agreed
initially by the Steering Group and thereafter the Project Board, the
Parish Council and a majority of the village either at focus group meeting,
public meetings or by use of questionnaires.
